The thought might have crossed your mind that how the government work in the country where we live What are those bodies that make up the government and help run the countries affairs. So, in today's video we are going to discuss the structure of government of Pakistan We can divide the structure of government of Pakistan mainly in three branches. On the first number we have executive government,on the second number we have the parliament it and on the third number we have the most important branch of the country is government judiciary.
First of all, we are going to discuss the executive government branch but before that a short break intro music Prime Minister of Pakistan heads the executive government branch and is designated as chief executive of the Republic and with this titlehe gains all the control and powers that help him run countries affairs search Internal and foreign policy, economic growth and all the State affairs such as and the most important one is nuclear command authority. The Prime minister has control over all these powers. Prime Minister is elected through a voting process in National assembly Prime Minister cannot run all affairs on their own so we have a federal cabinet to help him. The federal cabinet composes of the ministers,ministers of State and Advisors. All the staff that is appointed in federal cabinet is appointed by the President suggestions.
On the second number we are going to discuss the parliament in our country we have a bicameral house of parliament which means there are two houses one is known as the Senate Upper house the other is known as National assembly the lower house. But before we discuss these houses, we need to talk about the most important character of the Parliament that is President of Pakistan. President of Pakistan is the Ceremonial Head of the State and civil commander in chief of the Pakistan armed forces.
According to the constitution President of Pakistan wear some special power such as he can grant pardons in some cases and full command of the Pakistan armed forces. All the appointments at Higher level in the Pakistan armed forces are made with the consultation and approval from Prime Minister of Pakistan by the President. And Prime Minister keeps inform the President about all the important State matters. Despite all these powers the constitution prevents the President from directly engaging in the State affairs He can consult with the Prime Minister but cannot directly run the State affairs. Now we are going to discuss about the parliament which is a permanent legislative body and an important element of the Parliament. Senate has an equal representation in all provinces and federally administered tribal areas and Islamabad capital territory. If due to any reason the President of Pakistan cannot complete his tenure such as he resigns early or in case of death the chairman Senate can act as acting President until the next Presidential candidate fills the seat. All the laws and bills that are passed in the country can be initiated by Senate or National assembly but in the case of financial bills such as the budget the Senate has no authority to initiate or pass the bill only National assembly can initiate and pass the financial bill.
Next, we are going to discuss the National assembly of Pakistan National assembly of Pakistan is also known as lower house and here the seats are allocated on the basis of population which means the province with the higher population will get the most representation in the National assembly and federally administered tribal areas and Islamabad capital territory has its own representation in the Nationa lassembly. Members of National assembly serve the Parliamentary term which is 5 years unless the National assembly is dissolved or candidate resigns or he dies. Because Pakistan is a Muslim majority country95% of the National Assembly seats are allocated to Muslims 5% of the seats are allocated tonon-Muslims such as Hindus, Sikhs and Christians and 50 seats are reserved for the women. On the third number the branch we are going to discuss is very important branch which is Judiciary without which State affairs cannot run. On the top we have Supreme Court provincial and high Courts, Civil and magistrate Courts.
Then there are some special Courts and tribunal sat provincial level such as Services Courts, income tax and excise Courts, banking Courts,traffic Courts, counter terrorist Courts and to maintain banking sector we have separate Courts. And all these courts are maintained in all provinces Now we talk about Supreme Court. The Chief justice of Supreme Court is appointed by the President and all the other judges are appointed by consultation with the Chief Justice by President which can serve in the supreme Court until the age of 68 years. Next, we have Federal Shariat Court Pakistan. This is an important Court which can determiner examine that the Pakistani laws are compliant with Shariah. If such a law exists then it is the responsibility of the State to amend it properly according to the Shariah. In this Court we have 8 judges which are appointed by consultation with the chief justice ofthis Court by President among these judges 3 or Islamic scholars who are expert in Islamic law and Sharia.
These judges serve for a period of 3 years unless the President grants them extension. Next, we are going to discuss the provincial high Courts which are established in all the four provinces and federally administered tribal areas and in Islamabad capital territory. A parliamentary commission is formed to appoint the judges in these Courts which proposes the candidates. To deal with specific kind of cases special Courts and tribunals are establishes such as drug Courts, income tax and excise Courts,labor Courts, criminal Courts, criminal Courts, traffic Courts, counter terrorist Courts and to maintain banking sector there are banking Courts. Appeals from these Courts can be moved to High Courts but in case of labor and traffic Courts there is a special bench which listens to the appeal. Next, we have Ombudsman also known as Mohtasib. This is a very special feature of our judicature whose job is to ensure that no harm is being done to citizens or State assets. The head of Mohtasib is also appointed by President for 4 years but this post cannot be renewed or extended.
Mohtasib job is to devise a process to ensure accountability at administrative level. If there are charges found against a personor a institute than Mohtasib investigate those charges by a federal official or the federal agency. If charges are proven, the person or institute suffering loss is compensated. The State has authorized Mohtasib that itcan compensate for the loss. Mohtasib is specially designed to ensure a smooth interaction between citizens and administration. Procedures at administrative level must bemade clear and transparent. And to put a close eye on that no officia leither at high level or low-level misuses his power. This was the structure of Government of Pakistan. Let me revise it for you.
